Buying land in Djerba is often the first step of a great project: building your villa, preparing your retirement or making an investment. It is also a purchase that demands method, because a plot cannot be judged on its photo alone. Here are the main steps to follow, along with the points we advise you to watch.

Important: this guide gives general guidance. Legal, administrative and tax rules change and depend on your situation. Always have your file checked by a notary or a lawyer before committing.

1. Understand the types of land

Not all plots are equal, and above all they do not allow the same uses:

  • Land in an urban or residential zone: intended in principle for housing, with planning rules specific to the zone;
  • Land in a tourist zone: subject to specific rules;
  • Agricultural land: reserved for farming, with significant restrictions on building and, in some cases, on the purchase itself.

Before anything else, ask which zone the plot belongs to and what the regulations allow there. This question changes everything: a cheap plot that cannot be built on is not a good deal for a villa project.

2. Define your project and criteria

Write down before you search:

  • the intended use (main home, holiday home, investment);
  • the desired surface area, the shape of the plot, its orientation;
  • the area: quiet and residential, close to Midoun, close to the coast, close to Houmt Souk (read our guide on choosing your area);
  • your overall budget, construction included, and not only the price of the land.

3. Check the land

This is the most important step. A guided visit on site is essential, followed by a series of document checks:

  • Land status: is the plot registered, with a land title (often called the "blue title")? Its legal situation must be clear: identified owner(s), no dispute or undeclared charge;
  • Site plan and boundaries: does the plot you visited match the plan? Can the boundary markers be identified?
  • Access: a road usable all year round, any right of way;
  • Utilities: water, electricity, drainage, road lighting. A connection can mean cost and delay, so anticipate it;
  • Planning rules: what may be built (height, footprint, setbacks) in the zone;
  • Surroundings: neighbours, orientation, views, possible nuisances.

Our agency accompanies you on visits and helps you gather information, but the legal check belongs to the notary or lawyer you choose.

4. The purchase with the notary

The usual stages, to be confirmed with your notary:

  1. Agreement on price and conditions between seller and buyer;
  2. Checking of the file by the notary (title, situation of the land, possible charges);
  3. Preliminary contract (promise of sale), if the parties agree;
  4. Possible authorisations: the acquisition of real estate by a foreigner in Tunisia is subject to a prior authorisation procedure by the administrative authority (the governor). The terms and timescales must be checked with the notary;
  5. Signing of the deed of sale, then registration of the transfer at the land registry;
  6. Payment according to the agreed terms, in a secure framework, through the notary.

Ask your notary at the outset for the detail of the costs and taxes linked to the purchase: they do not depend on the agency and you need to know them before deciding.

5. Buying from abroad

Do you live in France, elsewhere in Europe or further away? It is quite possible to run a purchase remotely, with method: video calls and photos for a shortlist, a visit on site for the decision, a power of attorney if needed before a notary. Our expatriation and retirement in Djerba page gathers useful information to prepare your move.

6. Building afterwards: construction management

Once the land is acquired, the building project begins. This is where support makes the difference. At My Villa Rise, the agency does not build itself: it manages and coordinates your project (study, plans, quotes, schedule, monitoring of the works), and specialist contractors carry out the works. You have a single contact for your site. All the details are in our guide construction management in Djerba: how does it work? and on the construction management page.

7. Land available at My Villa Rise

We regularly offer land in Midoun, Tezdaine, Aghir and other parts of the island. See the list of land for sale in Djerba: each listing states the location and the surface area. Cannot find what you are looking for? Describe your project to the team, who can help you frame it.

Frequently asked questions

What is the "blue title"?

The "blue title" is the common name for the land title of a plot registered in the land registry. It certifies the legal situation of the property. Your notary checks this document before the purchase.

Can a foreigner buy land in Djerba?

Purchase by a foreigner is subject to prior authorisation from the administrative authority and to certain restrictions, notably for agricultural land. The precise rules depend on your situation: seek advice from a notary or lawyer before any commitment.

Is land for sale always buildable?

No. It depends on the zone it lies in and the planning rules that apply. Always ask what is permitted on the plot before buying.

How long does a purchase take?

The timescale depends on the file (status of the land, authorisations, availability of the parties). Your notary can give you an estimate suited to your case.

Can the agency help me afterwards with construction?

Yes, that is our construction management service: we coordinate your project with contractors and regular follow-up. The agency manages, the contractors build.
